Adopt private, sovereign and resource-efficient AI.
From strategy to implementation, we help you process sensitive data securely, match resources to your needs, and preserve your freedom to change providers.
Digital sovereignty is not the absence of dependencies. It is the ability to choose, govern, and change them when business requirements call for it.
Six disciplines
From exposure to decisions that hold
Every engagement reflects its context. We can address a focused issue or connect all six disciplines into a coherent path forward.
PILLAR 01
Dependency assessment and vulnerability matrix
See where exposure is concentrated before committing investment.
We connect providers and technology layers to the data, services, and processes they support. The analysis considers operational criticality, jurisdictions, and replacement options.
Map relevant cloud, SaaS, software, AI model, and subcontractor dependencies.
Classify information assets by sensitivity, legal scope, and continuity importance.
Qualify risk concentrations and compare treatment options against your priorities.

Adopt AI with clear sight of data, jurisdictions, and decision-making.
We help make AI use visible and assessable, then define controls proportionate to risk. Decisions cover the model and hosting as well as data flows and oversight.
Inventory AI systems, including emerging team practices.
Assess processing jurisdiction, retention, data reuse, and rights to generated outputs.
Define approval paths, human oversight, and controls suited to each use case.

Turn promised portability into a verifiable exit capability.
We examine technical, contractual, and operational barriers to provider change. Staged exercises validate data completeness, timelines, and remaining dependencies.
Develop exit scenarios and estimate costs, effort, and prerequisites.
Prepare extraction, restoration, or cutover tests suited to criticality.
Document results and remediation before a crisis occurs.

Bring autonomy requirements into the process before choices are locked in.
Sovereignty criteria are most useful when they inform business cases, market engagement, and negotiation. We help frame verifiable questions and balance requirements, cost, and operational capacity.
Integrate criteria into opportunity briefs, RFIs, and procurement documents.
Review contracting entities, subcontracting chains, relevant jurisdictions, and change-of-control terms.
Negotiate provisions for access, auditability, portability, and data deletion.

Evolve architecture in stages with visible trade-offs.
We translate risks and objectives into achievable sequences. A roadmap connects immediate measures, architecture decisions, delivery dependencies, and governance.
Prioritize measures by risk reduction, feasibility, and cost.
Assess local, open, hybrid, or otherwise qualified options against requirements.
Establish program oversight and indicators useful to leadership.

Useful advice makes choices clearer and supports execution without turning sovereignty into an abstract goal.
01
Grounded in your context
We start with your requirements, risks, architecture, and operational constraints. Recommendations distinguish established facts, assumptions, and decisions to validate.
02
From framing to practice
Analysis leads to decisions, tangible deliverables, and implementation steps. We can also help equip ongoing oversight after an engagement.
03
Transparent advice
We present options in light of your needs and risk profile. When a solution or platform is relevant, we explain its role, limitations, and conditions for fit.
Both co-founders of Persévère helped establish Données souveraines Québec and contribute to discussions on digital sovereignty in Québec.
Soverentia™ makes sovereignty governable over time
Soverentia™ is a sovereignty steering platform. It supports a dependency register, documentation of jurisdictional exposures, assurance levels, and ongoing indicator tracking.
Advisory helps establish criteria, priorities, and accountabilities; Soverentia™ can then support ongoing oversight. Fit depends on context: its relevance, limitations, and alternatives are explained transparently.
It is the ability to understand and govern technology dependencies: where data is processed, which rights and access rules apply, and whether change options can support business continuity. It is a management concern, not an ideological position.
02Is hosting in Québec enough to make a solution sovereign?
No. Location is one factor. The service operator, applicable jurisdictions, administrative access, control of encryption keys, subcontracting, and contract terms also matter.
03Does digital sovereignty necessarily cost more?
Not necessarily. Costs depend on requirements, options, and accepted risks. Documented alternatives and exit-cost estimates can improve decisions and negotiations, but do not guarantee savings in every case.
04What is tested reversibility?
It is an exit capability checked through a realistic exercise, with documented results: data extracted and validated, timing observed, restoration or transfer assessed, and obstacles recorded. A contract clause alone does not prove operational capability.
05How can we adopt AI while protecting data and trade secrets?
Start by inventorying use and qualifying the data. Assess processing jurisdiction, retention, training reuse, output rights, and required oversight. Controls should fit each use case.
06Do we need to bring everything in-house?
Usually not. The aim is to choose and document dependencies against business needs, then retain proportionate governance and change capabilities. Some outsourcing may be appropriate.
07Does Persévère work with public and private organizations?
Yes. Both sectors face questions of control and continuity, while procurement, compliance, and accountability frameworks differ.
08Where should we begin if our maturity is limited?
A proportionate assessment identifies important dependencies and priority actions. Depending on context, backup resilience, visibility into AI use, or an upcoming contract renewal may be a practical first focus.
09When is Soverentia™ relevant?
It may suit organizations needing to maintain a dependency register, jurisdictional exposures, assurance levels, and indicators. Fit depends on scope, processes, and existing tools; limitations and alternatives are discussed before recommending it.
